After crossing the ledge on the mall, you will have a shootout with the police as Joe opens another door. Instead of heading up the stairs, go down and check the floor beneath them. You will reach a set of stairs leading up to another floor shortly after picking up Playboy Magazine #8. Leave and check the ground up the stairs.
